Was the 2006 NBA Western Conference Finals rigged?

That story is sad but not half as bad as during Game 7 Kings vs Lakers series, Famous cheater Tim Herlihy and crew called 24 fouls in the 4th quarter on the Kings sending the Lakers wrongfully to the Finals.
